Southern California Edison Company 23 PARKER STREET IRVINE, CALIFORNIA 92718 F. R. NANDY TELEPHONE MANAGER OF NUCLEAR LICENSING (714) 587-5400 November 27, 1989 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D.C. 20555 Gentlemen:

Subject:

Docket 50-206 Control Room Design Review San Onofre Nuclear Generating Station Unit 1 The San Onofre Unit 1 Control Room Design Review (CRDR) Report, submitted by letter dated December 17, 1987, indicated in Section 11.7.1 that a Control Room Design Standard (CRDS) would be issued in May 1988.

The purpose of this letter is to inform you that the draft CRDS was not completed until October 1988. The draft standard is currently available and in use, and we expect a final standard to be issued for use in March 1990.

The CRDS will provide human factors guidance in the review of design changes affecting the control room.

During the interim, design changes affecting the control room are being reviewed by individuals involved in the CRDR to ensure that the CRDR criteria are implemented. This review process has been performed on all the design changes affecting the control room since the completion of the CRDR.

This review process will continue to be employed until the final CRDS is issued.

The CRDS will establish administrative controls by which design changes affecting the control room will be implemented in accordance with the criteria established and documented in the CRDR report.

The CRDS will act as a human factors engineering design guide for all control room panel/console design modifications. Further, the CRDS will ensure that the commitments established in the CRDR are implemented throughout the life of San Onofre Unit 1.
