Docket No. 50-206 Response to NRC Generic Letter 89-06 San Onofre Nuclear Generating Station Unit I The purpose of this letter is to respond to the NRC Generic Letter No. 89-06 which addresses the Safety Parameter Display System (SPDS).
On October 31, 1980, the NRC staff issued NUREG-0737 which provided guidance for implementing Three Mile Island (TMI) action items. On December 17, 1982, Generic Letter No. 82-33 transmitted supplement 1 to NUREG-0737. Supplement 1 defined the requirements for emergency response capability, including item I.D.2 (Safety Parameter Display System), that, when implemented, would provide a consistent level of emergency response capability among all licensees. By letter dated April 23, 1985, the schedule for resolution of the NUREG-0737 Supplement 1 items including Control Room Design Review (CRDR), Regulatory Guide 1.97, and SPDS was provided to the NRC. By letter dated March 17, 1987, SCE provided the SPDS design criteria to be utilized in the development of an SPDS for San Onofre Nuclear Generating Station Unit 1 (SONGS 1).
This submittal provided a conceptual design for SONGS 1 SPDS criteria development and conceptual hardware/software design. The criteria for the SONGS 1 SPDS were developed consistent with the guidance and the requirements provided in NUREG's-0737, 0696, 0700, 0835, 0737 Supplement 1, and NUREG 1342.
The implementation schedule for SPDS was impacted by the CRDR effort referenced above. The implementation schedule for the SPDS is being incorporated into the Integrated Implementation Schedule (IIS) which is currently under revision by SCE. The schedule for future SONGS 1 modifications including SPDS will be provided to the NRC by July 30, 1989.
The March 1987 submittal discussed four options for SPDS computer equipment under consideration. A preliminary evaluation has identified the Gould computer with Gould/PACE Data Acquisition Software as the most desirable of these options. SCE will provide the detailed functional criteria for the SPDS Gould computer to the NRC six months prior to implementation. If further evaluation reveals that another computer option is more desirable than the Gould computer, the functional criteria for that option will also be provided to the NRC six months prior to implementation.
