Docket No. 50-206 Technical Specification Changes Regarding Decay Heat Removal San Onofre Nuclear Generating Station Unit 1 By letter dated June 11, 1980, you requested that we propose Technical Specification changes that provide for redundancy in decay heat removal capability. To assist us in preparing our submittal, you provided a copy of the Standard Technical Specifications which would provide an acceptable resolution of your concern. These proposed changes were to be submitted within 120 days of receipt of your letter, which would be October 10, 1980.
As you are aware, San Onofre Unit 1 does not have Standard Tech nical Specifications. However, to facilitate implementation of the actions as stated in the Standard Technical Specifications, which are required if a limiting condition for operation cannot be met, we have recently made the decision to define the operating modes at San Onofre Unit 1 to conform more closely to those of the Standard Technical Specifications. This decision affects not only the Technical Specifications governing operating modes, but also several other current Technical Specifications, as well as two proposed changes to the Technical Specifications which are currently under review by the NRC staff.
In addition to our proposed changes as requested by your June 11, 1980 letter, it is our intention to submit (1) our definitions of operating modes, (2) revisions to the current Technical Specifications, where they utilize operating modes in the action statements, and (3) revisions to the two proposed changes to the Technical Specifications currently being reviewed by the NRC staff which refer to operating modes. Because of this additional effort, our response to your June 11, 1980 letter will be delayed until November 14, 1980.
