Docket No. 50-206 Amendment No. 91 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment No. 91 in Docket No. 50-206. Amendment No. 91 consists of Proposed Change No. 93 to the Technical Specifications incorporated into Provisional Operating License No. DPR-13 as Appendices A and B.
Proposed Change No. 93 is provided in response to your letter dated April 10, 1980, requesting the submittal of proposed changes to the Technical Specifications which incorporate the requirements of the Model Technical Specifications included as Enclosure 1 to your letter. Accordingly, Proposed Change No. 93 is a request to modify the existing Technical Specifications to revise the definition of the term Operable to make it consistent with the definition used in the Standard Technical Specifications. A new section has been added to clarify the method of applying the new definition when circumn stances arise which are not addressed in particular Technical Specifications.
It should be noted that the Basis of the Proposed Change indicates that Technical Specification 3.7 requires "two physically independent offsite power lines." Although this wording does not now exist in the referenced specifica tion, the wording used is consistent with the agreement reached with members of your staff for the revision to Technical Specification 3.7 which is now under NRC review.
In accordance with the request of your letter of April 10, 1980, the procedures necessary to assure compliance with the new Technical Specifica tions will be implemented by July 31, 1980.
Also enclosed is Southern California Edison Company's Check No. T017583 dated June 30, 1980, in the amount of $1,200.00 as required by 10CFR17O.22.
