Docket No. 50-206 Definition of Operability Within the Technical Specifications San Onofre Nuclear Generating Station Unit 1 By letter dated April 10, 1980, you indicated that there may be some misunderstanding regarding the use of the term "Operable" as it applies to the single failure criteria for safety systems within the scope of the Technical Specifications in power reactors. In order to correct any misunderstanding which may arise in using the term Operable, Enclosure 1 to your letter transmitted Model Technical Specifications which included the definition of the term "Operable" and the Applicability section for the Limiting Conditions for Operation. Your letter requested that (1) proposed changes to the Technical Specifications be submitted within 30 days to incorporate the provisions of the Model Technical Specifications into the San Onofre Unit 1 Technical Specifications, and (2) the procedures to insure compliance with the proposed changes be implemented within 30 days thereafter.

The purpose of this letter is to inform you that the actions required by your April 10, 1980 letter cannot be accomplished within the 30 days (i.e., by May 31, 1980) specified in your letter. Additional time is necessary to prepare plant specific Technical Specifications and to permit internal review and approval by our review committees as required by the Technical Specifications. It is expected that the required revised Technical Specifications can be submitted by July 1, 1980, and any required procedures can be implemented by July 31, 1980.
