SUBJECT:
OPERATION AND SURVEILLANCE REQUIREMENTS FOR PERMANENTLY DEFUELED CONDITION FOR SAN ONOFRE UNIT 1 (TAC NO. M84567)
The staff has reviewed San Onofre Unit 1's operation and surveillance requirements for the permanently defueled condition submitted by letter dated September 21, 1992. The letter identified the Technical Specifications (TS) that would be administratively extended to apply to the defueled condition as well as the additional controls that will be implemented to ensure plant safety until the Permanently Defueled Technical Specifications (PDTS) are submitted and approved by the NRC.
The staff finds that the TS to be administratively extended and the additional controls provide a good base from which the PDTS can be developed and which will minimize staff review effort. We believe, however, that for completeness Southern California Edison should consider including in the PDTS those systems and/or LCO's listed in Enclosure 1 which are not already addressed in your letter of September 21, 1992.
