Docket No. 50-206 Amendment Application No. 203, San Onofre Nuclear Generating Station, Unit 1 Enclosed is Amendment Application No. 203 to the Facility Operating License No. DPR-13 for San Onofre Nuclear Generating Station, Unit 1. Amendment Application No. 203 consists of Proposed Change No. 254.
The proposed change will modify the Facility License to a "Possession Only License" to allow San Onofre Nuclear Generating Station Unit 1 (SONGS 1) to possess special nuclear material but not operate the nuclear reactor at the completion of Fuel Cycle 11.
SCE has reached an agreement with the California Public Utilities Commission staff to permanently close the plant at the end of fuel Cycle 11, including the possibility of a fuel shuffle and extended fuel cycle operation.
The purpose of the Possession Only License is to provide the licensing basis for the Nuclear Regulatory Commission (NRC) to grant Southern California Edison (SCE) regulatory relief from certain operating requirements that are inappropriate for a permanently shutdown and defueled reactor.
