Docket No. 50-206 Commitments regarding Generic Letter No. 88-17 Loss of Decay Heat Removal San Onofre Nuclear Generating Station, Unit 1 This letter confirms that our long term commitments concerning Generic Letter No. 88-17 (Loss of Decay Heat Removal) have been fulfilled. This information is provided in response to an NRC request.

BACKGROUND Generic Letter 88-17 addressed the risk and consequences of losing decay heat removal capability during nonpower operation of pressurized water reactors. The generic letter recommended enhancements in several different areas, including instrumentation, analyses, procedures, administrative controls and Technical Specifications. In our responses dated February 1, 1989, and March 27, 1990, we committed to implement these enhancements by the end of the Cycle 11 refueling outage.

Your June 5, 1990 letter requested written notification when the actions have actually been completed and the modifications are determined to be operational.

STATUS OF COMMITMENTS The following is a summary of each of our commitments and its completion status.

1. Instrumentation:

We committed to make specific improvements in the reactor coolant system/residual heat removal system (RCS/RHRS) instrumentation to provide additional visual indication and alarm capabilities. We also committed to discontinue the use of Tygon tubing to monitor RCS water level indication.

Status:

Completed. Modifications are operational.

2. Analyses:

We committed to complete new plant specific analyses relating to loss of residual heat removal capability and its effect on the RCS/RHRS parameters and containment pressure. We also committed to re-evaluate our earlier analyses as necessary, depending on the results of these subsequent analyses.

Status: Completed. No re-evaluation of earlier analyses was required. Our analyses resulted in procedure changes (see below) but no hardware changes.

3. Procedures:

We committed to make specific changes in our procedures to improve coordination between different procedures, clarify containment closure methods and requirements and separate surveillance items from general plant operating instructions. In addition we committed to revise existing procedures as required by the new analyses.

Status:

Completed. These revised procedures are currently in effect.

4. RCS/RHRS Isolation Valve Tags:

We committed to install permanent tags that would uniquely identify the first isolation valve off the RCS/RHRS. We also committed to incorporate the existence of these tags in plant operating procedures and to teach the significance of these tags to plant personnel prior to entering a reduced inventory condition.

Status: Completed. Plant procedures and training lesson plans have been revised and are currently in effect.

5. Technical Specifications (TS):

We committed to submit TS changes if required by the new analyses (such as in cases where the analyses results were in conflict with existing TS restrictions). We also stated that any new requirements would be implemented by means of plant procedures rather than TS changes.

Status:

Our new analyses do not require any TS changes. The required procedure changes have been completed.

April 26, 1991 Based on the above information, we have fulfilled all of our long term commitments concerning Generic Letter 88-17. The above described modifications, procedure changes, etc., are being used as required during the present shutdown, which began on April 21, 1991.
