January 24, 19910 Docket No. 50-206 Mr. Harold B. Ray Senior Vice President Southern California Edison Company Irvine Operations Center 23 Parker Street Irvine, California 92718
Dear Mr. Ray:
SUBJECT:
INSERVICE TESTING OF AUXILIARY FEEDWATER PUMPS We have reviewed your January 3, 1991 submittal describing proposed changes to the inservice testing (IST) program for the auxiliary feedwater (AFW) pumps.
The proposed changes involve the steam driven AFW pump, G10, and the duration between pump tests.
The existing IST program requires AFW pump G10 to be tested in modes 3, 4, or 5.
There is insufficient steam available in these modes to achieve stable pump operation for test purposes. You propose to perform the test in mode 1 at approximately 20 percent reactor power. We concur that 20 percent power appears to be an appropriate precondition for the pump test.
You also propose to redefine the maximum interval between pump tests from 90 to 92 days for the sake of consistency with other quarterly intervals in the IST program. There is apparent benefit for proceeding with both of the described changes.
In a letter dated May 18, 1990, we transmitted a safety evaluation report to you that included an evaluation of existing AFW testing procedures. The currently proposed changes fall within the scope of this evaluation and the general guidance for IST programs. Accordingly, we concur with the actions proposed in your letter dated January 3, 1991.
Sincerely, George Kalman, Senior Project Manager Project Directorate V PDR ADOCK 05000206 Division of Reactor Projects III/IV/V P
