POST-TRIP REVIEW: DATA AND INFORMATION CAPABILITY (GL 83-28, POSITION 1.2) - SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 53630)

We have completed our review of your response to Position 1.2 of Generic Letter 83-28, "Post-Trip Review: Data and Information Capability." As discussed in our Safety Evaluation (SE), the following discrepancies currently exist in your resolution of this issue for San Onofre Nuclear Generating Station, Unit No. 1 (SONGS-1):

a. Time-history and sequence-of-events (SOE) information is not available for certain parameters to facilitate post-trip review efforts (SE Section 3.1).
b. Equipment used to monitor SOE information does not satisfy design and performance criteria (SE Section 3.3).

It is our position that implementation of the safety parameter display system (SPDS) at SONGS-1 during the Cycle 12 outage will resolve this issue in a manner that is acceptable to the staff provided that the SPDS satisfies the design.and performance criteria discussed in our preliminary evaluation of this issue dated September 3, 1985. Therefore, you are requested to provide your confirmation within 60 days of your receipt of this letter that the SPDS for SONGS-1 will satisfy these criteria, or propose an alternate resolution of this issue. Our Safety Evaluation is enclosed for your information.

As a separate matter, during our review of this issue, we noted that the Updated Final Safety Analysis Report (UFSAR) description of the critical 9012110115 901205 PDR ADOCK 05000206

- 2 function monitoring system (CFMS) post-trip review function for SONGS-1 is not accurate (SE Section 3.2). Therefore, you are requested to revise your UFSAR description of the CFMS accordingly.
