Dear Mr. Ray:

SUBJECT:

REACTOR COOLANT PUMP TRIP -

SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 60514)

By letter dated July 23, 1990, you provided information describing your intentions to leave the reactor coolant pump (RCP) automatic trip feature installed. Based on your review, you concluded that the RCP trip feature would be beneficial because it increases the margin available in the auxiliary electrical system during certain accident scenarios. However, because your RCP trip feature is not single failure proof, you plan to assume continued operation of the RCPs in your safety analysis.

By letter dated August 30, 1989, we provided you with our Safety Evaluation (SE) which approved your plans to remove the RCP trip feature at San Onofre Unit 1. Our SE does not preclude you from leaving the RCP trip feature installed for operational convenience if you so desire. However, the RCP trip feature may create a spurious RCP trip hazard and should be evaluated in this regard. If the results of your evaluation indicates that the RCP trip hazard could pose a "worst case scenario," then your safety analyses should credit the RCP trip hazard accordingly.

If you have any questions regarding our position on this matter, please contact us.
