Docket No. 50-206 FTOL Modifications Required for Restart from Cycle 11 Refueling Outage and Status of IIS Item San Onofre Nuclear Generating Station, Unit 1 This letter is to inform you that modifications resolving seven Full Term Operating License (FTOL) Cycle 11 Open Items have been completed as required by your January 2, 1990 order. Modifications have also been completed resolving an FTOL Open Item previously scheduled for resolution during the Cycle 12 outage and subsequently rescheduled for the Cycle 11 outage. Boric Acid System modifications, scheduled for completion during the Cycle 11 outage in our last Integrated Implementation Schedule (IIS) update, will be rescheduled in our next update.
FTOL MODIFICATIONS Our commitments for completing FTOL Open Items were confirmed in an NRC order dated January 2, 1990. These commitments included completion, during the Cycle 11 refueling outage, of plant modifications to resolve the following items as identified in Attachment 1 to that order:

The modifications resolving item 9, and items 11 through 15 have been completed. The final turnover of these modifications for operation is pending the completion of testing. February 22, 1991 to support plant mode changes during restart. Final testing of the modification resolving item 9 will be conducted with the reactor at 5 to 10%
power to provide an appropriate functional check.
Our commitment to complete modifications resolving an item concerning LCV-1100B, C, D was also confirmed by the January 2, 1990 order. The modifications resolving this item, identified as Item 18 in attachment 2 to the order, were scheduled for completion during the Cycle 12 refueling outage.
We rescheduled completion of these modifications from the Cycle 12 outage to the Cycle 11 outage in the Tenth Edition of the Unit 1 IIS, submitted to you by our letter dated December 27, 1990. These modifications have been completed. The components will undergo final testing and be declared operable as required to support plant mode changes during restart.
ADDITIONAL IIS MODIFICATIONS We had previously committed to install an automatic vent system for the Boric Acid System during the Cycle 11 refueling outage. This commitment was documented in the Tenth Edition of the Unit 1 IIS.
We have determined that additional plant modifications are required to preclude water blockage of the vent path, and to improve the radiological controls during maintenance.
The engineering work on these additional modifications is in progress, however the plant conditions required to perform the modifications have yet to be determined. Our estimated date for completion of these modifications and placement of the vent system into service will be provided in our June 1991 update to the IIS schedule.
Our commitments regarding Cycle 11 FTOL modifications have therefore been completed. Our next IIS update will reschedule completion of the Boric Acid System modifications discussed above.
