PTS Meeting Request
Dear Mr. Novak:
The purpose of this letter is to request a meeting between the appropriate members of the NRC staff and the C-E Owners Group on the subject of pressurized thermal shock. The objectives for this meeting are both to summarize the PITS activities being performed by Combustion Engineering, Inc. for the C-E Owners Group and to describe the C-E Owners Group program for additional activities in this area.
This meeting would be a follow-up to previous meetings the most recent of which took place on October 7, 1981.
Recent discussions between you and Ken Mrris (Omaha Public Power District), Vice-Chainman of the C-E Owners Group, have led the Owners Group to conclude that this meeting would be mutually beneficial for all parties involved to assure that a complete understanding exists of PTS activities and conmitments.
The C-E Owners Group activities to be discussed at this meeting include the analytical evaluation of PTS effects reported in CEN-189 in response to Item II.K.2.13 of NUREG-0737 and the results of additional scoping analyses for main steam line breaks (MSLB) and anticipated operating occurrences (AOO) which have been reported on a plant-specific basis by those utilities requested to respond to the NRC letter of August 21, 1981. The scenarios reported in CEN-189 considered situations of recovery from small break loss of coolant accidents with extended loss of all feedwater.
At their January 15, 1982 meeting, the C-E Owners Group reviewed a program plan which includes more precise analyses of MSLB and AOO events, with single active failures and loss of offsite power, where appropriate. These analyses may identify plant procedure or design changes which will lessen the severity of pressurized thermal shock transients, resulting in additional years of plant operation for which acceptable vessel response would be justified. This program plan was summarized at the October 7, 1981 meeting and will be described in greater detail at the requested meeting.

Mr. Tom Novak January 25, 1982 Prior to substantial resources being extended on additional PTS activities, the C-E Owners Group believes it prudent to meet with the NRC staff to discuss the work to be done.
A suggested date for this neeting is Wednesday, February 10, 1982, as discussed by Ken Morris with mbers of your staff.
