SUBJECT:
SITE VISITS FOR THE PURPOSE OF NRC SAFETY TECHNOLOGY EFFORTS As part of the Division of Human Factors (DHFS) Safety Technology program, a review of (a) practices regarding manpower and staffing, (b) the STA positfon (c) the use of Independent Safety Engineering Groups (ISEGs), (d) human factors in maintenance, (e) annunciator systems, and (f) system status verification, is being conducted under contract by the Battelle-Pacific Northwest Laboratories (PNL).
The purpose is to detemine current industry practices to assist in developing our long-term regulatory policy in these areas.
Site visits at selected utilities and plants are being conducted to obtain relevant information. The topic areas covered include manpower issus (e.g., planning, sources of labor supply, recruitment and retentionsof staff); the use of the STA (e.g., establishing work in operations and engineering functions, career path); the functions of safety review groups including the ISEG, Utility Review Group, and Plant Review Group; maintenance issues (e.g. equipment, facility and 3 CPS0) procedural.factors that result in maintenance errors); annunciator system philosophies, functions and designs; and system status verifi cation system design and practices. Not all topice will be covered at each plant. During the visit to San Onofre Unit No. 1 we expect to discuss manpower issues and the use of the STA.
PNL staff may be contacting you during June to arrange a site visit at a mutually convenient time between June and July, ]982. The site visits may take up to three days and may involve meetings at the cor porate level with people such as the vice president for nuclear operations, the personnel manager and members of the utdlity review group; and at the plant level with the plant manager, members of the 8207140063 620702 PDR ADOCK 05000206 P
