NRC Inspection of San Onofre Nuclear Generating Station

This letter refers to the inspection conducted by Mr. C. W. Caldwell of this

office on October 31 through November 4, 1988, of activities authorized by NRC

License Nos. DPR-13, NPF-10, and NPF-15 and to the discussion of our findings

held by Mr. Caldwell with members of the San Onofre staff at the conclusion of

the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective examinations

of procedures and representative records, interviews with personnel, and

observations by the inspector.

No violations of NRC requirements were identified within the scope of this

inspection.

During our November 2, 1988 management meeting at the San Onofre Site, we

expressed concern with your program for making reportability evaluations in

accordance with 10 CFR 50.72 and 50.73. In particular, as discussed further in

Paragraph 3 of the enclosed report, the San Onofre staff seems to apply a large

amount of effort justifying why a problem is not reportable, rather than taking

the conservative approach of reporting an item if reportability is

questionable. We encourage you to adopt a more conservative approach toward

reportability determinations.

In accordance with 10 CFR 2.790 (a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
