Gentlemen:

This refers to a meeting held with you, Mr. K. P. Baskin, Mr. C. B. McCarthy,

Jr. and other members of the SCE staff at the San Onofre site on November 2,

1988. The subjects discussed are summarized-in theenclosed report. A copy

of the meeting agenda is also enclosed.

At this meeting we discussed actions which are being implemented by SCE to

improve the performance of engineering and technical work at San Onofre. We

also discussed recent SCE initiatives in the area of predictive and preventive

maintenance and preparations for transshipment of Unit 1 spent fuel to Units 2

and 3. During the meeting we commented on the significant improvements which

SCE has realized in plant operational performance during the past year and

encouraged SCE management to continue the self-critical attitude and attention

to detail which has contributed to this improvement.

As discussed further in the enclosed report, we emphasized the following

principal areas of current NRC concern:

A review of the numerous technical and engineering problems identified

during the past year underscores several missed opportunities for

licensee quality oversight groups to identify and correct the observed

problems. SCE management should provide continuing attention to effec

tive utilization of these groups to find and correct problems before they

become self-revealing or 'are pointed out by outside activities. The NRC

will be focusing additional inspection activity into this area.

SCE management should pursue timely follow-through and periodic reassess

ment of the actions being implemented to improve engineering and tech

nical performance. This is an important task that will receive continued

NRC inspection emphasis.

Several plant problems have been recently identified which indicate a

need for improved communications between SCE and the NRC. SCE management

should emphasize timely and candid evaluation of the need to inform NRC

regarding evolving plant problems.

We look forward to additional discussion on these matters during the coming

year.
