Gentlemen:

This refers to the routine inspection conducted by Messrs. F. R. Huey,

J. E. Tatum, and A. L. Hon of this office during the period of April 10

through May 21, 1988 of activities authorized by NRC License Nos. DPR-13,

NPF-10 and NPF-15 and to the discussion of our findings held by the inspectors

with Mr. C. B. McCarthy and other members of the Southern California Edison

staff at the conclusion of the inspection.

Areas examined-during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

Oexaminations of procedures and representative records, interviews with

personnel, and .observations by the inspectors.

No violations of NRC requirements were identified within the scope of this

inspection.

Your staff's failure to monitor fundamental parameters and to establish

appropriate operability criteria for the emergency chillers (discussed in

paragraph 2b of this report) is of concern to the NRC.

The lack of a timely

assessment of chiller operability on April 2, 1988, when refrigerant level was

found to be low, is also of concern. Your attention is warranted to ensure

that these concerns are adequately addressed. In this regard, please provide

a written response to discuss the actions that you are taking to resolve these

concerns.

We understand that four fire suppression system actuations have occurred in

Unit 3 cable riser rooms since April, 1988. We are interested in the actions

you are taking to evaluate and determine the root cause of these occurrences,

including the communications, technical support, and possible long-term

degradation aspects involved. We will evaluate these as part of our ongoing

inspection program.

In accordance with 10 CFR 2.790(a), a copy of this letter, the enclosure, and

your response will be placed in the NRC Public Document Room.
