Gentlemen:

This refers to the meeting held with you, Mr. C. B. McCarthy, Jr., and other

members of the SCE staff in the Region V office on March 24, 1988. The

subjects discussed are summarized in the enclosed meeting report. A copy of

the meeting agenda is included as Attachment 1 to the report.

The primary purpose of this meeting was to discuss recently identified

problems involving the environmental qualification (EQ) of safety related

equipment in San Onofre Unit 1. The meeting also included discussion of other

issues related to the accomplishment of engineering and technical work, as

well as your current activities associated with the transfer of Unit 1 spent

fuel to Units 2 and 3.

The following topics were given special emphasis in our discussions during

this meeting:

1. The recently identified EQ problems were discussed, along with the

corrective actions you plan to complete before Unit 1 restart. However,

the NRC representatives present expressed concern regarding SCE's plan to

restart the unit before completion of the 10 CFR 50.49(b)(2) review of

electrical interactions, as discussed in Mr. Medford's March 11, 1988

letter. In that regard, you should submit for the NRC's review your

rationale for proceeding with restart in the absence of a clear knowledge

as to Unit 1's state of compliance with 10 CFR 50.49(b)(2). In

discussions subsequent to our meeting, it has been determined that NRR

will assume the lead role for the NRC's evaluation of current Unit 1 EQ

issues, particularly your justification for restart before the (b)(2)

review is completed.

2. We discussed your plans to transfer Unit 1 spent fuel to Units 2/3,

particularly the significant disagreement which still exists between SCE

and the NRC regarding whether this can be done without amendment of the

Unit 1 license. In view of SCE's plan to ship fuel as soon as one week

after the date of our meeting, I was disturbed that this issue had not

been previously brought to the attention of higher levels of NRC

management. It is important that your 10 CFR 50.59 review be completed

promptly and provided for NRC review.

3. During a December 15, 1987 meeting with SCE management, we discussed

the quality of technical and engineering work performed at San Onofre and

the role of the various safety oversight groups (QA/QC, Nuclear Safety

Group, Independent Safety Engineering Group and Onsite Review Committee)

in assessing your staff's performance and identifying problems in

technical and engineering areas. The EQ deficiencies identified to date

indicate a major weakness in the control of associated engineering and

technical work in this area and, in view of the fact that these problems

have existed for an extended period of time, appear to question the

effective involvement of your quality oversight groups in this area.

4. Your plans to perform a safety system functional inspection (SSFI) of the

safety injection and charging systems were discussed, as addressed in Mr.

H. E. Morgan's letter dated March 17, 1988. It was noted that inspection

of selected components, including the safety injection switchover valves

(HV-851 through -854) in one train, will be completed before Unit 1

restart.

We anticipate further discussion of items 3 and 4 above during our next

management meeting, presently anticipated during the latter part of April

1988.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
