NRC INSPECTION SAN ONOFRE UNITS 1, 2 AND 3
This letter refers to the inspection conducted by Mr. J. E. Russell of this
office on January 19 through 22, February 1 through 5 and a telephone
conversation on February 8, 1988, of activities authorized by NRC License Nos.
DPR-13, NPF-10 and NPF-15 and to the discussion of our findings held by Mr.
Russell with Mr. McCarthy and other members of your staff at the conclusion of
the inspection.

Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC requirements as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
Your response to this Notice is to be submitted in accordance with the
provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.
Based on our inspection efforts we believe that, in part, the root cause of
the apparent violation stems from a failure to clearly define organizational
responsibilities for implementation of the quality assurance requirements
related to transportation of radioactive materials. IE Information Notice No.
84-50:
Clarification of Scope of Quality Assurance Programs for Transport
Packages pursuant to 10 CFR 50, Appendix B, dated June 21, 1984 provides a
discussion on this subject. In your response to the apparent violation please
describe how your 10 CFR 50, Appendix B quality assurance program defines the
organizational responsibilities with respect to 10 CFR 71 Subpart H
requirements.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.

The response directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
