Gentlemen:

Subject: Report of Meeting with SCE Management

This refers to a meeting held with you, Mr. H. B. Ray, Mr. C. B. McCarthy,

Jr., and other members of the SCE staff at the San Onofre site on December 15,

1987.

The subjects discussed are summarized in the enclosed report. A copy

of the meeting agenda is also enclosed.

At this meeting we discussed areas of current NRC concern, recent performance

indicators for San Onofre, and significant activities planned for 1988. The

meeting also provided an opportunity to meet with Mr. McCarthy, the recently

assigned Vice President and Site Manager. During the meeting we commented on

improvements SCE has realized in plant operational performance during the past

year.

As discussed further in the enclosed report, we emphasized the following

principal areas of current NRC concern:

Conduct of Technical an Engineering work including maintenance of a

complete and well understood record of the plants' design basis, including

changes that have been made since operation began. Recent inspection

results at Region V facilities, including limited findings at San Onofre,

indicate this to be an area requiring additional attention.

Continuing thorough and critical self-evaluation of your performance by

your management. We also encouraged you to look closely at the support

provided by your various safety oversight groups (QA/QC, Nuclear Safety

Group, Independent Safety Engineering Group, and Onsite Review Committee)

in assessing your staff's performance and identifying potential problem

areas.

We intend to focus more attention on these areas during the coming year, and

advise SCE to do the same.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room.
