ISSUANCE OF AMENDMENT NO. 139 TO PROVISIONAL OPERATING LICENSE NO. DPR-13 FOR THE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 77571)
The Commission has issued the enclosed Amendment No. 139 to Provisional Operating License No. DPR-13 for San Onofre Nuclear Generating Station, Unit No. 1. The amendment consists of changes to the Technical Specifications in response to your application dated August 22, 1990.
The amendment revises Technical Specification (TS) 6.4, "Training," to reference the correct edition of the National Fire Protection Association (NFPA) standard concerning your fire brigade training program. Currently, TS 6.4 makes reference to the 1976 edition of NFPA Standard No. 27. However, since there is no 1976 edition of that standard, TS 6.4 should make reference to the 1975 edition of NFPA Standard No. 27. Accordingly, this license amendment makes the necessary correction to TS 6.4.
This amendment involves changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
The staff has concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
