ISSUANCE OF EXEMPTION AND AMENDMENT NO. 118 TO PROVISIONAL OPERATING LICENSE, SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TA& NO. 65272)

The Commission has issued the enclosed Exemption and Amendment No. 118 to Provisional Operating License No. DPR-13 for San Onofre Nuclear Generating Station, Unit No. 1. The amendment consists of changes to the Technical Specifications in response to your application dated March 20, 1987, as supplemented July 22, 1988.

The exemption and amendment revise the requirement for containment air lock testing such that a seal leakage test can be substituted for the 10 CFR 50 Appendix J full pressure test when no maintenance has been performed that could affect sealing capability on the air lock. The amendment also makes two editorial clarifications to the testing requirements on air lock doors.

As explained in more detail in the Safety Evaluation, we have not approved that part of your request related to reduced pressure testing because you have not provided the additional information needed for us to complete the review. A Notice of Denial to this effect is enclosed.

A copy of our related Safety Evaluation is also enclosed. The Notice 'of Issuance will be included in the Commission 's next regular biweekly Federal Register notice.
