ISSUANCE OF SUPPLEMENTAL SAFETY EVALUATION FOR AMENDMENT NO. 116 TO PROVISIONAL OPERATING LICENSE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 66869)

The Commission has issued the enclosed Supplemental Safety Evaluation for Amendment No. 116 to Provisional Operating License No. DPR-13 for San Onofre Nuclear Generating Station, Unit No. 1.

The supplement revises the safety evaluation to indicate that the impact limiter is utilized to prevent the spent fuel cask from penetrating the decontamination pad and affecting cables for safe shutdown equipment without reliance on redun dant safe shutdown equipment located elsewhere. This supplement is in response to your letters of December 2 and 3, 1988.
