,0'NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.94 TO PROVISIONAL OPERATING LICENSE NO. DPR-13 SOUTHERN CALIFORNIA EDISON COMPANY SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 DOCKET NO.50-206
1.0 INTRODUCTION
By letter dated March 28, 1986, Southern California Edison Company (SCE)
(the licensee) proposed changes to the San Onofre Nuclear Generating Station, Unit No. 1 (SONGS-1) Technical Specifications (TSs) pertaining to the inspection program for high energy fluid piping systems outside primary containment.
The amendment modifies the TSs for augmented high energy line inservice inspection (ISI) so that these inspections are required to be carried out in accordance with the same ASME Code Edition that governs the normal ISI program.
2.0 DISCUSSION The SONGS-1 augmented high energy pipe break inservice inspection program (denoted as augmented ISI), and the overall inservice inspection program of all Class 1, 2, and 3 components and their supports (denoted as overall ISI) are described in Technical Specifications 4.10 and 4.7, respectively. The proposed change in Technical Specification 4.10 would allow consistent application of inspection techniques on a plant wide basis.
3.0 EVALUATION The staff has reviewed the licensee's request and supporting information contained in the letter and its attachments. The proposed revision of Technical Specification 4.10 would only affect the ASME Section XI Code Edition to be used in the augmented ISI program. The number of welds subject to and the frequency of examination are not affected by the proposed revision. The current Technical Specifications require that the Code Edition be updated every 40 months and 120 months for the augmented ISI and overall ISI programs, respectively. The proposed change in Technical Specification 4.10 would allow the augmented ISI program to use the same Code Edition as that in the overall ISI program. The staff agrees with the licensee's basis to revise Technical Specification 4.10 to achieve consistency in the application of inservice inspection techniques to the same Code Edition for both the augmented ISI and overall ISI programs.

-2 The basis for the augmented ISI program is to reduce the probability of failure of the high and moderate energy fluid systems piping located outside containment. Failures at the break locations have been analyzed as potential causes of damage to safety systems that could result in the inability to safely shut down and maintain cold shutdown conditions of the reactor. The adherence to the same Code Edition in the augmented ISI program as that in the overall ISI program would allow consistent application of inspection techniques on a plant wide basis. Thus, the staff concludes that the proposed revised Technical Specification 4.10 is acceptable.
4.0 ENVIRONMENTAL CONSIDERATION
This amendment involves a change to a requirement with respect to the installation or use of facility components located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amendment involves no significant increase in the amounts, and no signif icant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding.
Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
5.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
