CONTAINMENT LEAKAGE TESTING Re:
San Onofre Nuclear Generating Station, Unit No. 1 The Commission has issued the enclosed Amendment No. 87 to Provisional Operating License No. DPR-13 for San Onofre Unit No. 1. This amendment consists of changes to the Technical Specifications (TSs) in response to your application dated September 9, 1983, as modified by letter dated April 12, 1984 and supplemented-on November 14, 1984.
This amendment incorporates changes to Section 4.3.1, Containment Testing, to achieve conformance with Appendix J to 10 CFR Part 50 of the Commission's regulations relating to Type B, Type C, and recirculation system testing.
Changes relating to Type A testing were issued in Amendment No. 75 to the license on June 4, 1984.
As discussed in Section 2.1 of the enclosed Safety Evaluation, the NRC staff has found that your proposed acceptance criteria relating to air lock testing is unacceptable. Your proposed criteria of 0.05 weight %/day at 49.4 psig (0.42 L ) and 0.025 weight %/day at 10 psig (0.21 La) are substantially grelter than what has normally been accepted by the NRC staff.
Based on the guidance contained in the Standard Technical Specifications, the leakage contribution of large penetrations, such as air locks, should be limited to no more than a small fraction of the allowable containment leakage; for example, 0.05 L.
Accordingly, we request that you revise your proposed acceptance criterion for air lock leakage rate testing to an acceptably low level.
Please provide this revised proposed TS within 45 days of receipt of this letter. Pending receipt of this revision and further discussion, the staff will defer acting on this portion of your application, as discussed and agreed to by the licensee.
The surveillance schedule for testing seals of active and passive containment ventilation isolation valves is 3 months and 6 months, respectively. This test frequency is acceptable as indicated in Section 2.2 of the enclosed 8502120148 850208 PDR ADOCK 05000206 P

Mr. Kenneth February 8, 1985 Safety Evaluation. However, it is not clear what the acceptance criteria are for these seal tests. Accordingly, we request that you submit a proposed TS that will specify these criteria. Please provide this proposed TS within 45 days of receipt of this letter.
A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on June 20, 1984 (49 FR 25374).
No public comments or request for hearing were received.
A copy of our related Safety Evaluation is also enclosed. This action will appear in the Commission's monthly notice publication in the Federal Register.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
