STEAM GENERATOR LICENSE CONDITION Re:

San Onofre Nuclear Generating Station, Unit No. 1 The Commission has issued the enclosed Amendment No. 80 to Provisional Operating License No. DPR-13 for San Onofre Nuclear Generating Station, Unit No. 1. This amendment consists of a revision to license condition 3.E in response to your application dated May 17, 1984.

The revised license condition (1) requires that the reactor be brought to a cold shutdown condition to perform an inspection of the steam generators within 6 equivalent months of operation after the start of operation from the backfitting outage that commenced on February 27, 1982, (2) requires that the inspection program be submitted to the Commission at least 45 days prior to the scheduled shutdown, and (3) requires that Commission approval be obtained before resuming power operation following this inspection.

This amendment also removes the existing license condition requiring a shutdown within 6 equivalent months of operation from the start of Cycle 8 operation and constitutes fulfillment of the requirement of Commission approval for resumption of power operation following the inspection with respect to License Condition 3.E as it was implemented by Amendment No. 55 to the license dated June 8, 1981.

The May 17, 1984 amendment request was submitted in response to the staff Safety Evaluation concerning the steam generator inspection program issued by the NRC on February 7, 1984.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on July 24, 1984 (49 FR 29920).

No request for hearing or comments were received.
