Docket Nos. 50-206, 50-361, and 50-362 Revision 7.0 to the Site Emergency Plan San Onofre Nuclear Generating Station Units 1, 2, and 3 In accordance with 10 CFR Part 50 Appendix E Article V, Implementing Procedures, this letter transmits Revision 7.0 to the Emergency Plan for San Onofre Nuclear Generating Station (SONGS). This revision replaces the evacuation time study contained in Appendix G of the SONGS Emergency Plan.
Additional changes to support this revision are being made and are provided in to this letter. The revised evacuation time study (Appendix G to the Plan) is provided as Enclosure 2.
The evacuation time study is dated June 1997.
Edison will implement the changes within 30 days from June 30, 1997.
The date of the Emergency Plan revision will be July 30, 1997. Updates to the SONGS Emergency Plan will be distributed to the book holders of record by the effective date under a separate letter.
The longest evacuation estimate occurs for a northerly evacuation during adverse weather conditions. This particular estimate decreased from 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> to 7.25 hours2.893519e-4 days <br />0.00694 hours <br />4.133598e-5 weeks <br />9.5125e-6 months <br /> in the most recent study. No evacuation time estimate exceeds the longest previous estimate of 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> for the adverse weather condition.
Therefore, the changes in the evacuation estimates do not represent a decrease in the effectiveness of the SONGS Emergency Plan. The following table shows the previous and current time estimates for a 0 -
10 mile Emergency Planning Zone evacuation.
