A) Letter, Mr. B. H. Faulkenberry (NRC) to Mr. Harold B. Ray (SCE), dated December 26, 1989 B) Letter, Harold B. Ray, SCE, to NRC, dated January 25, 1990 We received a Notice of Violation, dated December 26, 1989 (Reference A), in which we were cited for not applying the provisions of Technical Specification 3.0.3 to a charging system valve.

The current Technical Specifications do not contain explicit action statement requirements for operation of the valve, or other similar components that may be required to be operable during post-LOCA recirculation of reactor coolant. In our response to the Notice of Violation (Reference B), we committed to submit a proposed change to the Technical Specifications by April 30-, 1990, to address recirculation system operability, including appropriate limiting conditions for operation (LCO) and action statements. We are in the process of preparing this proposed Technical Specification change, but will require more time to complete it.

In preparing the amendment application we also decided to make additional improvements to the Technical Specifications. These improvements include revised LCOs for the Emergency Core Cooling Systems (ECCS), and other revisions pertaining to the containment spray system. As discussed with Mr.

Phil Johnson, NRC Region V, these changes are substantial, such that additional time has been needed to prepare the submittal.

We have initiated the review process for these changes, and expect to submit the proposed change by June 30, 1990.
