Reference:

Letter, H. E. Morgan (SCE) to USNRC Document Control Desk dated December 19, 1988 The reference provided the required Special Report pursuant to Sections 3.14.B.4.b and 3.14.B.2.b and 3.14.B.1.a of Appendix A, Technical Specifications (TS) to Provisional Operating License DPR-13 for San Onofre Unit 1 for various fire detection instrumentation, fire spray/sprinkler systems and suppression equipment being inoperable for greater than 14 days.

The reference reported that additional detection instrumentation, spray/sprinkler systems and suppression equipment may be taken out of service to support welding activities and maintenance work during the Cycle 10 refueling outage. The report further stated that a single report will be provided following completion of the outage should the removal of additional detection instrumentation, spray/sprinkler systems or suppression equipment invoke TS action statements requiring Special Reports.

This submittal provides the Special Report for all those detection instrumentation, and spray/sprinkler systems removed from service during the outage which invoked TS 3.14.B.4.b and 3.14.B.2.b action statements. No suppression equipment removed from service during the outage invoked TS action statements requiring a Special Report. For clarity, the details including the cause of inoperability, the plans and schedule to restore the instrumentation, system or equipment to operable status are contained in the Attachment to this report.
