Docket No. 50-206 Special Report San Onofre Nuclear Generating Station, Unit 1 Pursuant to Sections 3.14.B.2.b and 3.14.B.4.b of Appendix A, Technical Specifications (TS) to Provisional Operating License DPR-13 for San Onofre Unit 1, this submittal provides the required Special Report for inoperable Fire Spray/Sprinkler Systems and Fire Detection Instrumentation.

On November 4, 1988, at 0917, the deluge valve for the No. 1 Diesel Generator (DG) Room Fire Spray System was removed from service to perform preventive maintenance (PM).

This PM is normally conducted in conjunction with the 6-month instrumentation channel functional testing of its fire detection system required by Technical Specification (TS) 4.15.D(1). The PM procedure requires the application of a thin coating of a specified lubricant to the mating surfaces of the clapper and latch mechanism for the deluge valve following inspection and cleaning. Subsequent to initiating the PM, this type of lubricant was determined not to be available at the site, and action was initiated to purchase the lubricant from the qualified supplier. Due to a much longer than expected lubricant unavailability, the No. 1 DG Room Fire Spray System remained out of service for greater than 14 days. Following completion of the PM work, the No. 1 DG Room Fire Spray System was returned to service at 1509 on November 18, 1988.

Availability of the lubricant was not verified during planning of the PM because the PM procedure considered the lubricant a consumable item and consumable items are expected to be readily available at all times. As corrective action, the specified lubricant will be included in the existing minimum/maximum system of replenishing warehouse stock inventory.

-2 During the current Cycle 10 refueling outage, various fire systems, which include the Containment Spray System, Zones 2, 3, 4, 8, 16C, 22 and the No. 2 Diesel Generator Room Detection Instrumentation and associated Suppression Systems, have been temporarily removed from service and are expected to remain out of service for greater than 14 days. This action was taken to preclude unnecessary actuations during design change activities involving welding in the vicinity of the detection instrumentation. Zone 16 detection has been removed from service for corrective maintenance.

Additional Detection Instrumentation, Fire Spray/Sprinkler Systems or Suppression equipment may need to be removed from service to support welding activities and maintenance work. It is anticipated all Detection Instrumentation, Fire Spray/Sprinkler Systems or Suppression equipment removed from service during this outage will be returned to service prior to startup from this outage.

The requisite fire watch and backup fire suppression equipment pursuant to TS Sections 3.14.B.2.a and 3.14.B.4.a have been or will be established when required for the affected areas. These compensatory measures will remain in effect until the affected systems are returned to service.

SCE considers this letter as satisfying the reporting requirements currently specified in TS Sections 3.14.B.2.b and 3.14.B.4.b. Should the removal of additional Detection Instrumentation, Fire Spray/Sprinkler Systems or Suppression equipment from service during this outage invoke TS action statements requiring Special Reports, such information will be provided in a single Special Report at the completion of this outage.
