Docket No. 50-206 Fee Remittance for Amendment No. 113 (NRC Amendment No. 72)

San Onofre Nuclear Generating Station Unit 1 By letter dated August 10, 1983, Southern California Edison Company submitted Amendment No. 113 to Provisional Operating License No. DPR-13 for the San Onofre Nuclear Generating Station, Unit 1. A fee of $1,200.00 was remitted with this application, corresponding to our determination that Amendment No. 113 represents a Class II change. Your letter dated February 27, 1984, states that a Class III fee ($4,000) is appropriate since the NRC review involved consideration of a single safety issue. However, for the reasons below, we still feel that Amendment No. 113 represents a Class II rather than a Class III change.

The revision to Chapter 5 of the Appendix A Technical Specifications has no safety or environmental significance whatsoever. It is purely an update of the description of San Onofre Unit 1 design features and it conforms to information previously submitted to the NRC at various times.

This change is therefore administrative.

The revision to Table 3.5.5-2, which changes the safety injection trip set point for pressurizer pressure-low to a more conservative value in accordance with the reactor manufacturer's recommendation, should also be viewed as an administrative change, because it provides increased safety and reliability without raising any new safety or environmental concern(s).
