Paulson (NRC) to Southern California Edison Company, April 12, 1983 This is to submit for your review and approval the revised In-Service Testing (IST) program for pumps and valves for the San Onofre Nuclear Generating Station, Unit 1. This revised program supersedes our previous submittals on the subject, the details of which are as follows. By Reference A, we submitted for NRC approval a proposed IST program consisting of Engineering Procedures SO1-V-2.14, In-Service Testing of Pumps, and SO1-V-2.15, In-Service Testing of Valves. In these Engineering Procedures, we took exception to selected ASME Code requirements pursuant to 10 CFR 50.55a(g), for reasons dictated by the as-built condition of San Onofre Unit 1, as well as operational considerations. By Reference B, the NRC accepted the proposed IST program, on an interim basis, pending completion of a detailed review, and directed implementation of the program effective as of January 1, 1978. In subsequent correspondence with the NRC (References C and D), we submitted additional relief requests for NRC approval.

January 24, 1984 Enclosure I to this letter constitutes the revised IST program consisting of (1) Engineering Procedures SO1-V-2.14 (Revision 5) and S01-V-2.15 (Revision 4), (2) Pump Relief Request Numbers 1 through 7, and (3) Valve Relief Request Numbers 1 through 9. The revised IST program reflects our understanding of the resolution of twenty-three (23) open items identified during a review meeting with the NRC staff on February 2 through February 4, 1983. These open items are delineated in Reference E.
To facilitate your review, Enclosure II to this letter restates each of the twenty-three open items contained in Reference E, followed by our response.
For your information, there are some valves included in the IST program for which maximum stroke times are presently unavailable. These maximum stroke times will be determined and transmitted to you by the end of the first quarter following resumption of full power.
