EMERGENCY PREPAREDNESS EXERCISES On January 13, 1982 you were sent a letter establishing procedures for the receipt and evaluation of exercise objectives and scenarios (see also FEMA Guidance Memorandum 17, dated January 8, 1981).
Both the NRC and FEMA have difficulty when insufficient time is available to properly evaluate the scenarios to ensure that the objectives of the exercise are being met and that necessary onsite and offsite emergency response capabilities are being fully demonstrated.
The purpose of this letter is to reemphasize our concern in this area to all operating reactor licensees and applicants, reaffirming the need for timely submittals of the exercise objectives and detailed scenarios to both the NRC and FEMA. Therefore, we are requesting you implement the following schedule for supplying exercise information to the NRC and FEMA.
PERIOD IN ADVANCE OF EXERCISE INFORMATION TO BE SUBMITTED 75 days Description of scope of exercise and objectives to be fulfilled.
45 days Detailed description of exercise scenario and anticipated licensee actions. **Complete controller/
prompter packages which contain the information to be supplied to the observers for the exercise along with that supplied to exercise players as the scenario is unfolded.
(*Please note that the previously controller/prompter packages submitted 20 days in advance of the exercise, is now part of the 45 day submission.)
