Southern California Edison Company P. 0. BOX 800 2244 WALNUT GROVE AVENUE ROBERT DIETCH ROSEMEAD, CALIFORNIA 91770 TELEPHONE VICE PRESIDENT 235244 April 5, 1982 4

Mr. H. R. Denton, Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission L

Washington, D.C.

20555 Gentlemen:

Subject:

Docket 50-206 Amendment No. 104 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment No. 104 in Docket No. 50-206. Amendment No. 104 consists of Proposed Change No. 109 to the Technical Specifications incorporated into Provisional Operating License No. DPR-13 as Appendix A.

Proposed Change No.

109 is a request to revise Appendix B Technical Specification 4.2.1, Safety Injection and Containment Spray System Periodic Testing, relating to the surveillance test acceptance criteria for the trisodium phosphate addition system.

This revision has become necessary because of an interpretation of the test acceptance which would disallow previous acceptable test results.

This revision will set a minimum value for the degradation of the trisodium phosphate additive in the San Onofre containment sump. It does not alter the basis for the technical specification.

Also enclosed is Southern California Edsion Company's check No. A932349 dated March 24, 1982, in the amount of $4,000.00 as required by 10CFR170.22.

Very truly yours, Enclosures 8204080272 820405 PDR ADOCK 05000206 P
