ASSESSMENT FOLLOW-UP LETTER - PILGRIM NUCLEAR POWER STATION
Dear Mr. Dent:
As a result of its quarterly review of plant performance, which was completed on November 1, 2013, the U.S. Nuclear Regulatory Commission (NRC) updated its assessment of Pilgrim Nuclear Power Station (Pilgrim). The NRCs evaluation consisted of a review of performance indicators (PIs) and inspection results. This letter informs you of the NRCs assessment of your performance and its plans for a future inspection at Pilgrim. This letter supplements, but does not supersede, the mid-cycle letter issued on September 3, 2013.
The NRCs review of Pilgrim identified that the Unplanned Scrams with Complications PI has crossed the green-to-white threshold. The change in the PI was due to a complicated reactor trip that occurred on August 22, 2013. The NRC determined the performance at Pilgrim to be in the Regulatory Response Column of the Reactor Oversight Process Action Matrix beginning in the third quarter of 2013.
Additionally, due to another reactor scram that occurred on October 14, 2013, the Unplanned Scrams per 7000 critical hours PI will cross the green-to-white threshold at the conclusion of the fourth quarter. Subsequently, at the conclusion of the fourth quarter, Pilgrim will likely have two white inputs contributing to the Initiating Events cornerstone, transitioning Pilgrim into the Degraded Cornerstone of the Action Matrix, and will therefore receive additional oversight from the NRC. Although the Action Matrix column designation for Pilgrim will not officially change to the Degraded Cornerstone Column until the PI data is submitted, reviewed, and posted following the end of the fourth quarter, planning and scheduling activities in anticipation of an Inspection Procedure (IP) 95002 supplemental inspection can occur. The NRC will be in contact to discuss any specific planning and scheduling activities regarding these PIs and the anticipated IP 95002 supplemental inspection, including your readiness for the NRC to conduct the inspection.
