Analysis of Unit 2 Fission Gas Pressure for Burnups Greater Than 20,000 MWD/T Your letter of January 6, 1984 stated that, in your opinion, revised fission gas release analyses are not necessary for San Onofre Unit 2, Cycle 1 operation.
This is not in conformance with Condition 2.C.(6) of the San Onofre 2 Operating License, NPF-10, which indicates that a revised analysis of Cycle 1 fuel should be submitted for staff review prior to Unit 2 exceeding 20,000 MWD/T.
As a minimum, the revised analysis should show that no adverse effects will occur due to fission gas pressure buildup through the end of Cycle 1.
As you know, when the Unit 2 Operating License was issued, you had projected that 20,000 MWD/T would not be reached until at least the second cycle of operation. Because of that, and because the staff wished to review the revised analysis of burnups greater than 20,000 MWD/T prior to the plant achieving that burnup, condition 2.C.(6) was put in the Unit 2 operating license. This condition states that "Prior to the begining of the cycle of reactor operation during which peak fuel pellet burnups will achieve greater than 20,000 megawatt days per metric ton of uranium, SCE shall provide revised analyses using fission gas release models acceptable to the NRC staff."
Since the license was issued, (i.e., part of the way through Cycle 1) your reevaluation projects that 20,000 MWD/T will be exceeded during Cycle 1.
Therefore, we believe that in order to meet the intent of the license condition, it is mandatory that a revised analyses be submitted as soon as possible, but 8405220286 840507 PDR ADOCK 05000361

definitely prior to exceeding 20,000 MWD/T. The revised analysis should demonstrate acceptable fission gas pressure buildup throughout the remainder of Cycle 1. In addition, license condition 2.C.(6) requires' that a revised analysis covering all of Cycle 2 be submitted prior to the begining of Cycle 2.
