San Onofre 2 Startup Testing With regard to our recent telephone discussion of the San Onofre Unit 2 Startup Testing Program, we have evaluated your proposal to conduct the Xenon Oscillation Control Test (FSAR Section 14.2.12.98) at 50% power, versus 65% as specified in Table 14.2-2 of the FSAR. This test is the only test currently specified for 65%. You have indicated that the elimination of the 65% power test plateau would have significant economic benefits for SCE.
The Xenon Oscillation Test is a test of the capability of the part length control rods to control a xenon oscillation. The test is not a test of any safety function nor do part length rods perform a safety function. Should a xenon oscillation occur which is incapable of being controlled by part length rods, the axial shape index as computed by the core operating limit supervisory systems or core protection calculators will be exceeded requiring a power reduction.
In addition, the Xenon Oscillation Test is a test only of systems, components, or features which:
(a) will not be relied upon for safe shutdown and cooldown of the reactor under normal plant conditions and for maintaing the reactor in a safe condition for an extended shutdown period; (b) will not be relied upon for safe shutdown and cooldown of the reactor under transient (infrequent or moderately frequent events) conditions and postulated accident conditions, and for maintaining the reactor in a safe condition for an extended shutdown period following such conditions; (c) will not be relied upon for establishing conformance with safety limits or limiting conditions for operation that will be included in the facility technical specifications; (d) are not classified as engineered safety features and will not be relied upon to support or assure the operations of engineered safety features within design limits; 8306030062 830523 PDR ADOCK 05000361 P

(f) will not be utilized to processsy store, control, or limit the release of radiative materials.
Therefore, we conclude that a reduction in.power level from 65% to 50% for the Xenon Oscillation Test is acceptable.
Our recent discussions have also covered the possiblity of deferring the natural circulation tests Bl, B2, and 83 until later in the startup test program than originally planned. Since this would make the tests more nearly respresentative of the plant operating conditions later in life, and since no adverse safety implications have been identified, we find such deferral acceptable, provided that these tests are conducted prior to the completion of the San Onofre Unit 2 Startup Test Program.
