Issuance of Staff SER on Reactor Trip Breakers Enclosed is the NRC staff's SER on Reactor Trip Breakers at San Onofre 2 and 3. It is based on our review of your submittals of April 15, 1983, and April 22, 1983, and several discussions with members of your staff at San Onofre (see Inspection Report 50-361/33-13, dated April 14, 1983) and in Bethesda, Maryland. The SER finds that your proposed actions regarding the Reactor Trip Breakers provide an acceptable basis for restart and operation of San Onofre 2 and 3 within the limits of their respective licenses. Consequently, we have no objection to San Onofre.2 & 3 exceeding the restrictions on power documented in our confirmation of action letters of March 11 and April 29, 1983. We plan to review your long-term corrective actions as they progress.
