Letter from F. R. Nandy (SCE) to Document Control Desk (NRC) dated August 14, 1990, "Monthly Operating Reports for July 1990."
Technical Specification 6.9.1.10 to Facility Operating Licenses NPF-10 and NPF-15 for the San Onofre Nuclear Generating Station, Units 2 and 3, respectively, requires SCE provide a Monthly Operating Report for each Unit, which includes:
routine operating statistics and shutdown experience; all challenges to safety valves; any changes to the Offsite Dose Calculation Manual (ODCM); and, any major changes to the radioactive waste treatment system. All covered activities are reported monthly, except for ODCM changes, which are required by the Technical Specification to be reported within 90 days from the time the changes were made effective.
This letter transmits the February 1991 Monthly Operating Reports for Units 2 and 3, respectively. There were no challenges to safety valves. Revision 23 to the ODCM which was issued on February 28, 1991, is provided in Attachment A.
Modifications to the Unit 2 radioactive waste treatment system were completed on February 5, 1991 and a description of the changes is provided in Attachment B.
Revision 23 to the ODCM also incorporates changes in response to EG&G's Technical Evaluation Report (TER) for Revision 19 of the ODCM (Reference 1).
SCE's July 1990 Monthly Operating Reports (Reference 2) submitted SCE's response to EG&G's TER. SCE's responses to Comments 2, 8, 9, 18, and 19 of EG&G's TER indicated that we would complete our evaluations and incorporate any necessary changes into the February 1991 update. We have completed our evaluations and incorporated changes into the ODCM, Revision 23, as discussed in Attachment C. This submittal completes our responses to EG&G's Technical Evaluation Report.
