This letter revises the schedule for completing modifications to the SONGS 1 spent fuel pool (SFP) cooling system, as committed in Reference 1. We had previously planned to complete all of the modifications prior to the Cycle 12 refueling outage. Since SONGS 1 will be permanently shut down at the end of the current fuel cycle (Cycle 11), we now expect to complete them prior to core offload.
The SFP cooling system consists of a safety-related pump and heat exchanger, with a spare pump. In Reference 1, we committed to certain permanent modifications to improve the availability of the SFP cooling system and reduce the time for bringing the spare pump online to approximately 30 minutes.
These modifications, which were previously described in References 1 and 2, are as follows:
permanently connect the spare SFP cooling pump to the SFP cooling system using hardware qualified to Seismic Category A and quality class safety-related. This modification was completed in July 1990, during the Cycle 11 refueling outage.
add check valves to the pump piping loops to reduce the potential for backflow through an idle pump. This modification was scheduled for completion prior to the Cycle 12 outage and has not yet been completed.

provide appropriate controls for operation of the spare pump and upgrade these controls to safety-related class. This modification was scheduled to be completed prior to the Cycle 12 outage and has not yet been completed.
At the time we committed to these modifications, we expected that they would all be carried out during normal plant operation prior to the Cycle 12 refueling. As a result of our agreement to permanently cease operation of SONGS 1 at the end of this fuel cycle, we reevaluated our implementation plan and have determined that it is preferable to complete the modifications during an outage to minimize the impact on the electrical distribution system. We now plan to complete the remaining modifications prior to commencing core offload, after SONGS 1 has been shut down at the end of Cycle 11.
Since this new plan results in the upgrade still being completed prior to any additional fuel being transferred to the spent fuel pool, we believe our new plan continues to meet the intent of our previous commitment.
