AUG 6-1992 Docket Nos. 50-206, 50-361, and 50-362 Southern California Edison Company P. 0. Box 128 San Clemente, CA 92674-0128 Attention: Mr. William G. Zint1, Manager Site Emergency Preparedness
SUBJECT:
1992 EXERCISE SCOPE AND OBJECTIVES This letter refers to your July 21, 1992, letter which-enclosed the scope and objectives for the San Onofre Nuclear Generating Station annual emergency plan exercise scheduled for October 20-21, 1992.
We have completed our review of the exercise scope and objectives. The results of our review were discussed during a July 31, 1992, telephone conversation between Ms. G. Good, of my staff, and Mr. C. Anderson, of your staff. I understand that as a result of some of Ms. Good's comments, Mr. Anderson made a commitment to modify portions of the scope and objectives.
I also understand that Ms. Good informed Mr. Anderson that the modifications could be incorporated into the scope and objectives included in the final scenario package, as opposed to issuing a revised set at this time.
We contacted the Federal Emergency Management Agency (FEMA), Region IX, during our review. Mr. R. Etchevarria indicated that FEMA may evaluate one objective during this exercise (the offsite agencies' ability to activate during off normal hours).
Mr. Etchevarria had no comments for us to relay to you at this time; however, we noted that the exercise scope and objectives.did not fully reflect the level of offsite participation/FEMA evaluation.
Based on the results of our review, and the actions planned by your staff, we find that the exercise scope and objectives appear adequate to meet your emergency plan goals and requirements. We would, however, recommend that you review the scope and objectives to ensure that they are consistent with the planned level of offsite participation/FEMA evaluation.
Sincerely, Robert J. Pate, Chief Safeguards, Emergency Preparedness, and Non-Power Reactor Branch cc:
