SAN ONOFRE NUCLEAR GENERATING STATION OCTOBER 21,1992 ANNUAL EMERGENCY PLAN EXERCISE SCOPE The 1992 Emergency Plan exercise is an unannounced exercise that will be conducted on October 20-21, 1992. Although the date of the exercise is announced, the time of the exercise is unannounced and will begin between the hours of 6:00 p.m., Tuesday, October 20, 1992, and 4:00 a.m.,

Wednesday, October 21, 1992. The exercise will be approximately six hours in duration and will simulate an abnormal radiological incident at SONGS Unit 2.

The exercise will commence with a postulated plant condition which necessitates the declaration of an emergency and the recall of emergency response personnel. This will require that on-shift personnel recognize abnormal plant conditions, classify the event, notify plant personnel, initiate a recall of SONGS emergency response personnel, and make the necessary notifications to offsite agencies,.

On-shift personnel will be required to coordinate the response to the plant event for the first hour or so. The event will progress to a higher emergency class.

The scope of the exercise, with some exceptions, will endeavor to demonstrate by actual performance a number of primary emergency preparedness functions.

Offsite participation in this exercise is not scheduled for FEMA evaluation and, according to past practice, is less than full scale and is aimed principally at providing support to SCE for NRC evaluation of the decision making process with offsite agencies coordinated through the EOF. Additionally, offsite agencies will selectively use the exercise for their training purposes in varying degrees based on their perceived needs. Accordingly, the full range of FEMA objectives normally associated with offsite participation at the Emergency News Center will not be demonstrated.

The Nuclear Regulatory Commission will not participate in the exercise, other than to evaluate the activities of emergency response personnel.

The following activities will be simulated during the exercise:

1.

Beach evacuation.

2.

Public protective actions (sheltering and evacuation).

3.

Activation of the Community Alert Siren System.

4.

Use of the Emergency Broadcast System.

5.

Potassium iodide use.

6.

Silver zeolite cartridge use.

7.

Use of emergency response security measures.

8.

Activation of plant equipment, with the exception of site sirens and the Public Address system.

SAN ONOFRE NUCLEAR GENERATING STATION OCTOBER 21,1992 ANNUAL EMERGENCY PLAN EXERCISE OBJECTIVES

1.

Classification Demonstrate the ability of on-shift personnel to recognize accident conditions, and to declare the appropriate emergency classification as soon as possible following recognition of abnormal plant conditions. (NUREG 0654 A.2.a)

2.

Automated Recall System Demonstrate effective use of the Automated Recall System to alert and recall emergency response personnel. (NUREG 0654 E-2, F-le, H-4)

3.

Notification Demonstrate notification procedures and communication capabilities to provide accurate event and follow-up notifications to offsite agencies within specified time limits using the designated communications systems. (NUREG 0654 E-1, E-3, E-4, F-la,b)

4.

Sirens and PA Announcements Demonstrate timely activation of site sirens and PA announcements following the declaration of an Alert or higher emergency class, and following each reclassification to an Alert or higher.

On-shift Staffing Demonstrate the adequacy of on-shift staffing (during the early stages of an emergency?).

Emergency Response Facility Briefings Demonstrate Emergency Response Facility communications, especially briefings, that promote a good understanding of the status of the event and actions underway to mitigate the event.

OSC Dosimetry Demonstrate OSC logging and issue of dosimetry, including the issuance of proper dosimetry, and the ability to accurately track and control exposure of emergency response personnel, without inappropriately delaying emergency response teams involved in critical actions.
