ISSUANCE OF AMENDMENT FOR THE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. M77572)
The Commission has issued the enclosed Amendment No.146 to Facility Operating License No. DPR-13 for San Onofre Nuclear Generating Station, Unit No. 1. The amendment consists of changes to the Technical Specifications in response to your application dated August 31, 1990. The original submittal was clarified in subsequent letters dated November 1, 1990, September 9, 1991, and a reduction in scope was requested in your letter dated June 5, 1992.
The original amendment request was intended to revise Section 3.3, "Safety Injection and Containment Spray System," Section 3.5.5, "Containment Isolation Instrumentation," and Section 4.2, "Safety Injection and Containment Spray System," of the Appendix A, Technical Specifications for San Onofre Nuclear Generating Station (SONGS), Unit 1. The proposed change would have:
Revised sections of the Technical Specifications for the Emergency Core Cooling Systems (ECCS) to incorporate specific requirements for the operation of the recirculation system, as committed in your response to a Notice of Violation dated December 26, 1989.
Incorporated commitments for the containment spray system and reduced the need to apply Technical Specification 3.0.3 by providing specific requirements for ECCS components.
Used the Westinghouse Standard Technical Specifications (STS) for the format and basis of the new specifications.
