As you are aware, the NRC published the Final Rule for emergency planning for both onsite and offsite prepareaness in the Federal Register notice dated August 19, 1980 (45 FR 55402). This rule became efcTtive.on November 3, 1980, with implementation required by April 1, 1981, (except as provided in Section IV, p. 3 of Appenaix E).

One requirement which should be accomplished is an. exercise.thatntestsbthe integrated capability and a major porcion of the basic elements existing within emergency preparedness plans and organizations (licensee, State and local govern ment).

Each licensee should conduct an eaiergency. exercise within one year-from April 1, 1981, or prior to issuance of an'Operating License.

In order for the NRC to make an assessment of this requirement, we plan to observe these major exercises for the new emergency plans..Accordingly, you are requested to provide this office with a schedule of drills and exercises as soon as possible and to provide scenarios two weeks prior to the exer cises or major drills.
