Dear Sir:
This letter describes a reportable occurrence concerning the San Onofre Nuclear Generating Station Unit 1 Reactor Coolant System. Submittal is in accordance with the reporting requirements stipulated in section 6.9.2.b(2) of the Technical Specifications.
On July 30, 1976 at approximately 6:15 a.m., the steam generator radia tion monitor indicated high activity on the blowdown from steam generator "C".
A primary to 'secondary leak rate between one-half and one gallon per minute was confirmed. The unit was removed from service for further evaluation of the problem.
Subsequent investigation using a hydrostatic test on the steam generator secondary side revealed a leak in one tube in "C" steam generator. The tube was explosively plugged and the hydrostatic test was repeated. No additional leaks were discovered and the unit was successfully returned to service.
Inspection efforts aimed at assuring the integrity of steam generator tubes continue. It is anticipated that during the forthcoming refueling outage an eddy current inspection program complying with the requirements of Proposed Change No. 27 to the Technical Specifications will be completed.
Proposed Change No. 27, submitted in December 1974, implements the provisions of Regulatory Guide 1.83.
