Dear Sir:
This letter fulfills the requirement for the two-week followup on a reportable occurrence involving the reactor coolant system. Submittal is in accordance with the reporting requirements stipulated in Section 6.9.2.a.(8) of Appendix A (Technical Specifications) to Provisional Operating License DPR-13. Immediate notice of the occurrence was provided to you by our letter of August 12, 1977.
Westinghouse Electric Corporation recommended to Southern California Edison by letter dated July 29, 1977 that the maximum pressurizer heatup rate should be reduced from 2000F/hr. to 100aF/hr to provide consistency with the equipment technical specifications for the pressurizer vessel.
A Temporary Operating Memorandum was issued at San Onofre Unit 1 on August 10, 1977 restricting the pressurizer to a maximum heatup rate of 950F/hr. This matter is being pursued with Westinghouse and additional analyses will be necessary to determine if changes to Section 3.1.3.C of the Technical Speci fications are required.
A thorough review of the operational history of San Onofre Unit 1 has been completed. The search revealed that a pressurizer heatup rate of 95*F/hr.
has never been exceeded. The maximum heatup rate observed was approximately 700 F/hr; usual heatup rates are in the range of 40-550F/hr.
We will keep you informed of the progress of current investigations.
