Dear Mr. Oliver:
RE: AIRPORT SITE CONSENSUS PROGRAM The NRC staff has reviewed relevant portions of the Draft Final Report for the Airport Site Consensus Program dated November 18, 1989. We would like to pass along to you and your Airport Site Consensus Team members several comments.
Our initial letter to Mr. Gregory L. Hulsizer, Interim City Manager of San Clemente, stated that two of the proposed sites pose a safety concern with respect to risk of an airplane crash at the San Onofre site: Christianitos Canyon and South Camp Pendleton. A copy of that letter is enclosed.
Our concern about the Christianitos Canyon site is mentioned on page IV-41 of the draft final report and on page V-37 of Part Five: Technical Report II.
The statement on page IV-41 should be clarified: we are concerned about the risk of an airplane crash at San Onofre.
As you can see from the enclosed letter, NRC expressed an equal concern about the South Camp Pendleton site. Although it is somewhat more distant from San Onofre, it would involve larger aircraft and more frequent flights (international service versus medium haul) and therefore the risk of an airplane crash at San Onofre from aircraft operations at South Camp Pendleton is approximately the same as the risk from aircraft operations from Christianitos Canyon.
(Risk as used here would involve both the probability and consequences of an airplane crash).
This concern was not reflected on page IV-11, paragraph C.2, "Aircraft Accident Risk", in the draft final report on South Camp endleton or on page V-37 of Part Five.
Finally, I wiuld like to correct the statement attributed to myself at the bottom of page V-37 of Part Five, which seems to suggest that San Onofre has been designed for aircraft impacts. That is not the case. The site was 8912120094 891205 77 PDR ADOCK 05000206 P

Dear Mr. Hulsizer:
In response to your July 10, 1989 letter, we have reviewed the matter of the proposed major airport sites by the Orange County Board of Supervisors. Our review indicates thdt two of the proposed sites, South Camp Pendleton (site No. 9) and Christianitos Canyon (site no. 21), pose a safety concern in reference to the operating nuclear power plants at the San Onofre site. Specifically, the proximity of these sites to the nuclear power plants, in conjunction with the projected airport capacity for general and commercial aviation, poses a significant risk of an aircraft crash on a nuclear power plant. In view of this, we recommend that these two sites be eliminated from further consideration in thE selection process for the proposed airport. A copy of this letter is being sent to interested persons in your area, including the Airport Site Coalition.
