Holcombe dated August 19, 1983 In reference (a) you provided additional justification for delay of the SONGS 3 loss-of-offsite power test which was requested in reference (b) and rejected by NRC in reference (c).
Your additional justification states that by delaying the test until after installation of the uninterruptable power supply (UPS) system, the UPS system design philosophy can be evaluated. We concur that it would be desirable to include such a UPS test, and we agree that delay of the loss of offsite power Test, until after 80% testing and prior to 100% testing, is therefore justified.
By copy of this letter, your startup test schedule change, as requested by reference (a), is approved.
