- AFEGUARDS INFORM/0N June 17, 1982 Docket No. 50-361 Southern California Edison Company San Onofre Nuclear Generating Station P. 0. Box 128 San Clemente, California 92672 Attention: Mr. R. Dietch, Vice President Nuclear Engineering and Operations Gentlemen:
Based on NRC inspector comments and certain observed access control difficulties at San Onofre Nuclear Generating Station and other nuclear reactor sites the NRC Region V Office convened a task force in late March to review interface problems at nuclear facilities between security measures imposed for the physical protection of the plant pursuant to 10 CFR 73.55 and operational response to emergency conditions.
The task force's initial assignment to San Onofre II allowed the group to observe the emergency response drill of April 15, 1982 and to meet discussions with members of your staff during the following week. As a result of that observation and subsequent discussions a number of instances were identified which if not corrected could, in the opinion of the task force, under certain conditions hamper and delay necessary emergency response actions.
During the meeting scheduled for June 17, 1982, we would like to discuss your plans to correct the items identified in the enclosed report under Topics II and III (pages 2 through 6).
For those items for which corrective action has not yet been completed we will need your schedule for accomplishing same.
We will need your reply by June 25, 1982.
