CLARIFICATIONS TO THE SONGS 2/3 SPENT FUEL POOL RERACKING SAFETY EVALUATION DATED MAY 1, 1990 On May 7, 1990, Mr. Derrick Mercurio of your staff contacted me regarding the safety evaluation (SE) for the San Onofre 2/3 spent fuel pool expansion. This telephone conversation dealt with mostly editorial, typographical, and minor interpretations or clarifications to the safety evaluation, each being considered on its merits as not being substantial enough to warrant a formal change in the safety evaluation.

However, there are two items which require further clarification. As before, the conclusions of the safety evaluation do not change as a result of this letter. They are provided to ensure that there are no misunderstandings related to certain aspects of the spent fuel pool reracking activities.

The first item concerns section 2.5.1 on page 20 of the SE, specifically spent fuel pool bulk coolant temperatures during a full core unload.

According to Standard Review Plan Section 9.1.3 and as stated in your Reracking Report, a single active failure need not be considered for the abnormal condition of a full core unload; but the temperature of the water should be kept below boiling and the liquid level maintained with normal systems in operation during this condition. In your Reracking Report, you state that during this condition, assuming no single active failure and a postulated heat load of 51.3 MBTU/HR for a full core unload condition, the bulk coolant temperatures would be 156 degrees F. Since this is in accordance with the Standard Review Plan, this is acceptable.

The second item concerns section 2.5.2 on page 25 of the SE specifically in regard to the cask handling crane qualified as a single failure proof device.

You state in your Reracking Report that the cask handling crane is not single failure proof and other design features prevent the cover from falling into the pool.

It is understood that the cask handling crane is not a single failure proof device, although there are significant margins in the cask handling crane design to carry out this operation. It is also understood that the cask pool cover special lifting device has been designed to prevent the cover from falling onto the fuel, and the cover, by its design, is precluded from falling into the cask pool.

Based upon the above information, this is acceptable.
